These riddles are a lot easier than the last one I posted.
Here's One:
Harry was 20 years old in 1980, but only 15 years old in 1985. How is this possible?
Here's the second one:
Once there was a man, he lived in a apartment. The apartment was 40 stories high, the man lived on the 30th floor. He worked everyday in town.
On sunny days the man comes back to the apartment after a days work, but he only goes up the elevator to the 8th floor and walks the rest of the way up the stairs to his floor.
But on rainy days he comes back to the apartment after the days work, and goes up the elevator all the way to his floor. Why Does He Do This?

2nd:
He takes the elevator all the way up on rainy days cuz he doesn't want to get wet.
I am not very good at riddles either.
I don't think my answer is even close. *sigh*
1st: He was born on the 29th of feb, which is a leap year. Which means he has a birth day every four years.
Just a guess.

My guess to the first one is that you have not said whether it is BC or AD. If its BC then the system of the years kind of work backwards.
So if someone was 15 in 1985 BC five years later would be 1980 BC and obviously the person would be five years older thus making him 20.
I know its a confusing answer and I'm not sure if its even is the right answer but thats what I think.
As for the second on I've no idea.
I recon that that the guy in NO. 1 is in Old C.E (BC) times you know like when the Greeks were Freaks.
That's how he can be like 15 in 1985.
As for the other one i got no idea but Annie's one sounded good
